Definitely start with a layout. this can include sidewalks, roads & what buildings shops you want and where they might go. i built a city with a friend and we didn’t do a layout and i highly regret it. once you’ve planned out what buildings or stores you want, i would start building them. for me, it’s helpful to build and finish one store.
